Dear Mr. Volkov

As requested by you, I am sending this information packet to you, and to the Ambassador Mr. Ushakov. This is about a child, Russian Citizen being abducted out of Russia, without the Russian biological father authority. It was done by a bribe for a Passport, by the mother of the child. I have indexed the complete facts in the attached documents, including statement, all documents, passports, visa documents, letter from the U.S. Consulate, and Communication letters with I.C.E. (U.S. Immigration Customs and Enforcement). Biological Father Information. American court transcripts that lower court orders no contact with the biological father or the Russian Authority, even if I was contacted by the biological father or the Russian Authority. This is now under appeal with a higher court that should change the lower court attempt to cover up these crimes.
Mr. Volkov, if anything this should help stop a breach in Russian security with passport bribes, correct the wrong done to the biological father and the child. I apologize that I did not send this information sooner, with the lower court attempt to block my rights, and the action that will be taken due to this violation of the order by the lower court, delayed my response. The higher court should rule to vacate the lower courts order and any action taken by the lower court because of these violations, communicating with you and the biological father, should be corrected. Not all American courts cover up a child abduction as this lower court has attempted to do so. I may be reached at XXXXXXXXXX
My only hope in this is that the biological father has the opportunity to see his child, which he had rights to do so under Russian law. I have spent considerable time and funds to locate Mr. Frolov, in the end it was the U.S. Consulate and the help of the local Ufa Authority that found him.
